As a spells-matter payoff it banks a charge for every instant, sorcery, or Wizard spell you throw, quietly building toward a removal shot without asking for a dedicated slot: a natural fit for shells that already run burn and card selection. The Wizard clause is the more unusual grant, since it turns a creature-forward tribal board into a counter engine that would otherwise never generate one. Either way the payout stays pointed at creatures only, which frames what kind of answer this is: not a game-closer aimed at the opponent, but a scaling removal battery for the biggest thing across the table. The tension lives in the activation. Firing removes every counter and deals that much at once, so each shot is a lump-sum commitment: fire early to snipe something you could have answered another way, or hold for a larger number and gamble the target survives long enough to be worth the wait. Two to cast, two more and a tap to fire, and the stored value lives on the artifact itself rather than the board, which is the quiet upside: a wrath that clears creatures leaves the amulet and its counters intact, so it survives a sweeper that kills the rest of your side and answers whatever rebuilds. It offers no immediate impact and does its work several turns later, which places it among the build-around artifacts that only earn the slot once the deck is already committed to feeding the counter.
