Blue's answer to the color's oldest problem: it does not kill things, and it certainly does not kill artifacts. Wiping a creature or artifact off the board is off-axis for the color pie, so the design charges for that reach twice over. First, the exiled permanent's controller receives a 1/1 flier as compensation, so the removal reads more as a demotion than a death; you swap their bomb for a chump blocker they now own. Second, and more consequential, the effect is bolted to sorcery speed, which strips the reactive flexibility blue removal normally wants. You cannot hold it up to answer a threat as it lands; you must commit on your own turn, ahead of the play.
That advance-commitment restriction is precisely what foretell is built to absorb. Banking the card early for the cost turns an awkward sorcery into a one-mana play on a later turn, letting you set the removal aside and fire it for a single blue when the board finally demands an answer. Foretell does not lift the sorcery-speed limit; it re-prices the tempo hit, spreading the mana across two turns so the exile resolves without a full turn spent tapped out. The token softens the exile so it never reads as pure blue interaction, and foretell keeps the sorcery speed from curdling into a liability: the mechanic is doing the exact job it was designed for, paying down a color-bending effect one restriction at a time.
