The ability fires only at a Dragon already committed to combat, which means an empty board offers no target, and a Dragon held back on defense stays safe until it elects to block. That double restriction (attacking or blocking, and a creature type that shows up in maybe a handful of any given pool) is the entire design: the rate on the kill is absurd, a hard destroy that denies regeneration and refunds the slain Dragon's power as life, but it is paid for by how rarely the condition is met. At five mana the 3/4 is not an early blocker; it is a midgame body that waits for the one matchup where its text matters, and stays a fine-but-unremarkable creature in every matchup where it does not. The life gain reads as flavor (the dragonslayer drinking deep of her kill) rather than leverage, since you tap once per turn and only into combat, so it buys time rather than pressing an advantage. What the card represents is a design philosophy Magic largely abandoned: the answer creature whose ceiling and floor are set entirely by who is sitting across the table.
