The Alliance trigger is the tell: this is a go-wide red engine, not a goodstuff inclusion. It rewards a deck already deploying multiple creatures per turn, which narrows the field to two kinds of commander. Krenko, Mob Boss is the cleanest fit. Every goblin Krenko makes exiles the top card of the library, building a pile you draw down from one card per attack, and the attack trigger opens the casting window at the phase you have mana spare. Prosper, Tome-Bound players will look here too, since the deck is already built around impulse-exile payoffs, but the synergy is softer: Prosper exiles on his own end-step trigger, so Raphael is a second exile engine on a different axis rather than a multiplier on the first. He fits, but he is not the reason that deck exists.

This is a Bracket 2-3 card. He has to attack to open the casting window, and a 4/3 with menace dies to most spot removal and gets gummed up by token defenses at higher tables, so cEDH has no use for him and Bracket 4 would rather run faster card advantage. Expect sub-$5 in the near term as a fresh Universes Beyond rare with no competitive pull.

Within the red impulse package, he competes with Outpost Siege for the recurring-advantage slot. He is better in a board-flooding deck because the exile rate scales with creature drops rather than ticking one per turn; he is worse where the deck struggles to attack, since Siege asks nothing of your combat step and you only get to play one exiled card per attack regardless of how deep the pile runs. The pile-composition prompt is real but only pays off if you are deploying creatures pre-combat as a matter of course. Outside go-wide red, the exile pile stays thin and the menace 4/3 is just a body.
