The cost of admission for this finisher is not its body but the creatures around it. The attack trigger digs until it finds one, so it never comes up empty as long as a creature remains in the library; what determines whether it is a haymaker or a half-library dig is curve density. A list stuffed with ramp and removal tunnels through a quarter of the deck before it lands a hit, while a tight creature curve turns every swing into a second attacker.

Wulfgar of Icewind Dale wants it most: Wulfgar doubles the attack trigger, so a single swing reveals two creatures onto the board tapped and attacking. Note the ceiling, though. Those cheated-in creatures were never declared as attackers, so their own "whenever this creature attacks" triggers never fire. The value is the bodies and their combat damage, not a trigger chain you can daisy-chain. Gruul go-wide commanders like Goreclaw, Terror of Qal Sisma run it as a Hellrider-style second payoff, dropping a fat creature for free mid-combat to widen the alpha strike, though the cheated body misses Goreclaw's own cost reduction since it never gets cast.

This is a Bracket 2-3 finisher. Seven mana with no protection keeps it out of cEDH and out of Bracket 4 lists that want their top-end to close on resolution rather than across a combat step. The right home is casual Gruul, where it slots in as the eighth or ninth haymaker rather than a curve play; the secondary price should track other splashy seven-drops with one obvious shell, so check current numbers before pulling the trigger.

Against Etali, Primal Storm the contrast is clean. Etali pulls from every library; this only pulls from yours, but commits immediately and brings haste. A trampling 7/7 that drags a friend onto the board telegraphs lethal, so expect it to eat the table's removal the turn it lands. In non-creature shells it does nothing, which is most of Commander.
