Raff Capashen, Ship's Mage

Legendary Creature — Human Wizard2 generic manaWhite manaBlue mana

What this gives a deck is permission to play at the wrong time. The historic tag was the conceptual hook of its era: artifacts, legendaries, and Sagas folded into one keyword so designers could reward a deck for caring about its own marquee cards. This is the build-around that turns that whole bucket into instant-speed threats. The trick is what historic actually covers. Most of a creature-heavy white-blue deck's payload is legendary, which means commanders, legendary planeswalkers, equipment, and signpost legends can all wait for a window and deploy while the opponent's mana is committed elsewhere. The strategic axis it changes is information: an opponent has to play around a board you can build entirely after they have shown their hand, and a counterspell-light control shell suddenly threatens to drop a planeswalker the instant the coast is clear rather than tapping out into open mana. Its own flash is the proof of concept, since it can enter during the opposing turn and grant the ability the moment it resolves, before you commit the rest of your hand. The 3/3 flying body is incidental; this is a value engine wearing a beater's stats, and the line that matters is the one where it sits on the table doing nothing visible until the turn it converts a slow midrange deck into a reactive one.
