Mass land denial dressed as a thematic curiosity, and the curiosity is the point. Each turn it creeps another flood counter onto a target land, turning whatever it touches into an Island; left running long enough, every nonbasic and off-color source on the battlefield drowns, and the player it hits worst is whoever needed their colors to behave. The wrinkle is the self-cleaning end step: the moment all lands on the battlefield are already Islands, every flood counter washes off and the cycle begins again. That clause prevents a permanent lockout. It is an oscillator, not a lock. A pure mono-blue board resets it harmlessly, which is the joke: the only player it never punishes is the one already living in the water. Everyone else watches their fixing slowly homogenize into a single color while they scramble to disrupt it before a key spell strands in their hand uncastable. It belongs to the small family of artifacts that attack lands by transforming them rather than destroying them, a softer and stranger axis than outright Stone Rain effects: nothing dies, but the manabase quietly stops doing its job. The flavor of a metallic world bleeding the color out of the land into uniform blue is doing as much work as the rules text. This is less a removal spell that happens to be flavorful than a flavor engine that happens to be brutal.
