The discard clause is the whole bargain, a self-punishing cost that only pays off in a deck already trying to empty its hand by turn's end. Add 2 damage to every burn spell you control and the math gets violent fast: a string of one-mana burn spells suddenly each clears five toughness, a single targeted bolt finishes a player from improbable range, and a storm-style chain stacks the bonus on every copy. The enchantment never sharpens any one spell so much as it rewards dumping your entire grip at the board in a single turn, because the rest of your cards are gone at the end step regardless. That tension (a permanent buff to instants and sorceries, paid for by a permanent ban on holding cards) makes it a build-around rather than a value piece: it taxes the durdler and pays the pyromancer who was cashing out this turn anyway. It is strictly a noncombat amplifier; the bonus attaches to instant and sorcery sources only, so it does nothing for creatures swinging in. This is red's recurring trade of card economy for raw reach, asking not "how much damage can you do" but "how completely are you willing to commit to doing it now."
