Two effects that rarely share a slot get welded together here, and the seam is what makes the card work. Recursion spells almost always cost you tempo: you spend a card and a turn buying back another card, and the board does nothing while you do it. Removal that scales off mana value usually asks you to overpay for a big spell you don't want stranded in hand. This resolves that tension by making the returned card pay for the burn. The bigger the artifact or creature you drag back from the graveyard, the harder the hit lands, so the two halves stop competing for value and start compounding. A high-cost bomb you were retrieving anyway becomes a scaling burst on the way home, and a planeswalker that would shrug off a cheap removal spell suddenly finds itself inside the range. The instant timing is what lets the damage half find its windows: an end-step return, a combat ambush, a response to a planeswalker's activation. The "up to one target" clause matters too; when no creature or planeswalker is worth burning, you still take the return, so the card never rots waiting for a board to punish. It rewards decks stocked with expensive graveyard fodder, then turns the exact thing that made those cards worth returning (their heft) into the fuel for a removal spell aimed across the table.
