Tuck plus dig, but the dig is the point. The activation sends a creature to the bottom of its owner's library, then forces that controller to reveal cards from the top until a creature surfaces and slams it onto the battlefield for free, with the rest of the revealed cards filed back under the deck. Aimed at an opponent, it is asymmetric removal that occasionally backfires by handing them something better off the top. Aimed at your own creature, it becomes a deterministic cheat-into-play engine: thin the deck down to a single creature and the Staff fetches it every time, ignoring mana cost entirely. That second mode is the card's real legacy, the basis of combo lines that strip every other creature out of a library so the reveal can only land on one specific monster. The tax pays for the abuse: the colorless build cost lets any deck run it, but the activation gates the engine behind blue, and the sorcery-speed clause closes the instant-speed window that would have made it a removal trick. It is a colorless artifact doing distinctly blue work, a permanent that performs tutoring-by-deck-construction rather than tutoring-by-search. The randomness that looks like a downside on the front of the card is exactly what combo players engineer away, and once they do, the Staff stops being removal and becomes a one-card delivery system.
