Toxic on a stick, priced so the equip cost barely registers. What this Equipment sells is a delivery mechanism: poison decks do not care how hard a creature swings, they care about connecting, and this hands out a guaranteed poison counter on any hit for the smallest possible investment. The +0/+2 gives away its intent. Because toxic only touches players (unlike infect, which shrinks creatures with -1/-1 counters) and this grants no power, the toughness is not there to win combat: it keeps a fragile body alive through the small-scale trades that recur when both sides are fielding tokens and weenies, so the poison keeps getting through on a creature that would otherwise die before landing a second hit. The design problem it solves is repetition. A poison clock needs many small threats each nudging the counter total toward ten, and granting any of them toxic 1 for one mana up front plus one to reattach means the pressure survives the loss of individual creatures. It is granular by design, a single counter per connection rather than a burst, which is exactly why it wants a wide or evasive board to shuttle between. Alone it is unremarkable; as the connective tissue that keeps a poison total ticking upward across a whole board, it is doing quiet structural work.
