A symmetrical draw spell that hands every player the same fistful of cards, and the entire design rides on who can convert that draw into a win first. Symmetry is the discipline that prices the rate: at one blue plus X, you are scaling card advantage cheaply, but the catch is built into the word "each." The card was not designed as a Howling Mine you fire once for value; it is a combo accelerant, an effect that scans as a drawback until you have a payoff that punishes the table for holding more cards or that turns your own freshly drawn hand into a kill. Storm shells, wheel-style engines, and any deck that can empty a refilled hand faster than its opponents are the natural home, because the spell's downside (your opponents draw too) only matters if they live long enough to use the cards. That conditional is the whole point: it asks you to have already solved the question of why drawing seven cards apiece favors you specifically. Outside that context it is a generous gift to the wrong people, which is exactly the tension early Magic liked to build into its symmetric sorceries, trusting the deckbuilder to break the symmetry rather than baking the asymmetry into the text.
