A conditional anthem where the condition and the reward are calibrated to each other. As a flat team pump, +1/+1 to your board for two mana is unremarkable: a trick that breaks a stalled board only some of the time. Ascend doubles the swing to +2/+2, but the city's blessing only comes online after your board has already grown wide enough to hit the permanent count, which means the finisher mode asks you to have built the exact position it wants to punch through. That gating is the balancing act at this cost: the doubled anthem unlocks in precisely the state where even a flat pump would already be lethal, so the strong version is earned rather than cheaply cast on turn three. The instant speed is what pays off the setup work: held across the opponent's combat step or dropped in response to blocker assignments, it turns a developed but gummed-up go-wide deck into an alpha strike the math cannot absorb. It sits in the family of token payoffs that reward flooding the board rather than going tall, and the ascend check does the structural work a threshold or delirium condition does elsewhere: a free upgrade that costs nothing extra once the deck is built to clear the bar.
