A five-mana enchantment whose entire payoff is a single optional peek at the top of one opponent's library, with the option to ditch what you find. The design is a curiosity from an era when Wizards was still mapping what an information-and-disruption permanent could do for blue, and the result is a recurring, low-impact engine: each upkeep you learn one card and can deny one draw. The targeting happens on the trigger, not on resolution, so you can aim it at a different opponent every turn (a flexibility that matters more in multiplayer than in a duel, where there is only one target to pick). The friction is structural rather than incidental. It costs as much as a real threat, ties up a permanent slot for a trickle of value, and the bottoming clause is too slow to function as soft library control when an opponent draws roughly one card per turn anyway. What it actually represents is the proto-version of an idea blue kept refining: scry-on-the-opponent, the seed that later matured into cleaner tools like Telepathy for full information or Field of Dreams for top-deck manipulation. Precognition gestures at both halves (look, then optionally reorder) without committing enough to either to matter. It is a museum piece for how blue's knowledge-and-tempo space was sketched before the templating and the rates caught up.
