The structure underneath earns the rate. Rather than draw immediately, the card promises a draw at the next upkeep, and that deferral is the design tax that lets a one-mana cantrip carry a Brainstorm-adjacent library peek without overpaying. It runs on a slower clock than Brainstorm and trades raw selection for the ability to interfere with someone else's setup, which is the texture early blue design built into its cantrip slot before the color settled into pure card advantage. The delayed draw is also a quiet liability: the card is arranged, not delivered, so anything that disrupts you between cast and upkeep can leave you having paid for the sequencing without collecting the payoff. It asks you to think a turn ahead in two directions at once, a small but deliberate piece of how blue's information-and-tempo identity was first assembled.
