Voting mechanics are built to look symmetrical and play asymmetrically, and this is the cleanest example of that gap. The card offers two outcomes that would rarely share a slot: an extra turn (blue's and red's most jealously guarded resource) or three cards (a dedicated draw spell in its own right, on the rate of any honest four-mana refill). The will of the council framing pretends the table decides which you get, but the math rarely cooperates with that fiction. An extra turn is so much stronger than three cards that opponents will almost always vote knowledge to deny it, and a tie also resolves to knowledge: the default outcome, in practice, is that you cast a four-mana sorcery and draw three. The extra turn is the carrot that only materializes on a politically lopsided board, when someone is willing to feed you a turn to keep a bigger threat in check, or when you have enough leverage to bend the count. Here the better half is the one your opponents control, so you are paying a premium for a card that floors out at a solid three-card draw and ceilings at one of the strongest effects in the game, with the table holding the dial. It is voting-as-negotiation rather than voting-as-randomizer, and it only functions where more than two people sit down with reasons to disagree.
