The toughness clause turns the usual white-removal tax on its head. Most clean, exile-based answers of this stripe charge a floor by converted mana value or restrict themselves to attacking creatures, keeping them from being universal solutions. Here the tax is a toughness floor: anything at three or below walks free, cost be damned. That inversion makes the card a precise instrument against exactly what small-creature aggro and burn cannot punch through on their own, the resilient blockers, the lifegain bodies, the fatties that stabilize a board. Exile does real work on top of the size condition: against a death trigger or a graveyard recursion plan, removing the card from the game rather than killing it is the difference between an answer and a half-answer, and it slides under regeneration and indestructibility without a second thought. The friction is obvious the moment you draw it against a board of one- and two-toughness threats and hold a dead instant, which is the price the floor extracts for the unconditional, complete removal it delivers on everything above the line. It is a sideboard-shaped effect wearing instant-speed clothing: narrow by construction, surgical when the condition is met.
