The red answer to lands that asks you to pay full freight: the same three mana that turns Stone Rain into a tempo play here buys you the option to point it at an artifact instead, with the regeneration clause stapled on to keep it honest against anything that wants to wriggle out. That dual targeting is the whole pitch. Stone Rain is locked into land destruction; Shatter is locked into artifacts; this collapses both into one card, so a single slot covers a Mox, a problematic dual, or a key piece of mana fixing without the deckbuilder having to guess which threat shows up. The cost of that flexibility is paid in color intensity rather than total mana: the double-red commitment narrows where the card lives, the friction that keeps a do-anything Demolish from being available at the same rate to every deck. The can't-be-regenerated rider is mostly there to close the door on artifact creatures that would otherwise survive, a small but deliberate widening of what "destroy target artifact" actually accomplishes. It is land destruction's utility knife from an era when red was still allowed to attack mana directly and often, before the color's resource denial got priced out of competitive viability.
