Annihilator is the most punishing combat keyword the game ever shipped, and this sits in the middle of the cycle's rate: three permanents stripped on the swing, no death required, no blocker needed, just the declaration of the attack. The defending player loses the trade before damage is ever on the table. The eleven generic in the cost is what holds the rate in check: any mana pays for it, but you still have to find eleven, which means double-digit ramp or one of the cheats that puts it onto the battlefield without paying. The evasion clause does separate work entirely from the Annihilator trigger, which has already resolved by the time blockers are declared: requiring three or more creatures to block means the 9/9 itself is nearly impossible to chump profitably, so it connects or the opponent burns most of a board to stop it (and ate the sacrifice anyway). Stack two attacks under Annihilator 3 and that's six permanents gone before combat damage compounds the bleed. The whole threat is front-loaded onto the attack step, which is also the catch: with no haste, the turn it lands it has no payoff yet. The 9/9 body still walls anything that comes at it, but the sacrifice doesn't begin until it can swing, and that delay is what you pay for the payoff. It exists to be the reason a ramp deck wanted to reach eleven mana at all, and the reason that, one turn later, the opponent's board comes apart in threes.
