Discard that doesn't discard: the design conceit is that stripping a card to the graveyard hands the opponent a known, permanent loss, while burying it on top of the library instead trades certainty for a softer, slower denial. They keep the card, but they pay their next draw step to get it back, and you have spent your turn forcing them to redraw the thing they were already holding. That is a worse rate than true hand disruption on its face, and the effect knows it: what it offers is timing, not the trade. Line it up against an opponent leaning on a fresh topdeck and you have wasted their replacement for them; pair it with a shuffle to scatter the buried card into their library or a mill effect to bin it outright, and the guaranteed redraw becomes far less certain. On its own, it is mostly a tempo tax that hands back what it takes. Mirage-era design leaned on these almost-effects, abilities that gesture at a powerful play pattern (here, hand attack) while building in a structural escape hatch so the rate never gets out of hand. It plays as a curiosity now, but the "put it on top rather than send it to the graveyard" clause is a recurring lever designers reach for whenever they want the feel of disruption without the swing of permanent card advantage.
