The card-draw payoff here is priced around a threshold rather than an action: you draw a card at the beginning of your end step only if your board's total power reaches eight, which turns a passive engine into a board-building assignment. That threshold does all the tuning, and it is binary. Hitting nine power or twenty-five power draws you the same single card, so the design does not reward overcommitment; it rewards clearing the bar and staying there. Eight power is trivial for a token-flood or big-creature green deck and nearly out of reach for anything trying to grind with a light board, so the card sorts itself into decks that were already putting bodies on the table and pays them for keeping the board wide. The 1/4 frame is the tell: this is not a threat, it is bookkeeping with legs, a defensive body that survives combat while the power it counts comes from everyone else. The Goblin Druid line is a flavor wink from a plane where owlbears are a beloved beast, but mechanically it sits in a long green tradition of "reward a committed board with cards" designs, the color's stock answer to running out of gas without leaving green. What distinguishes it from a plain draw-per-turn enchantment is the entry cost: it does nothing while your board is small, then flips on the moment green does what green does anyway, and holds that spigot open for one card a turn as long as you keep the position.
