The activation cost is the whole design. You pay one generic and tap to make two colored mana, which means the rock never ramps you the turn you cast it; it pays back starting the turn after, and only ever nets a single mana ahead of its own upkeep. That restraint is what separates the Signet from a flat ramp stone. The point was never raw acceleration: it was filtering. A single colorless source upgrades into the exact white-black pair you need, smoothing a two-color curve in a way a generic mana rock cannot. The trick solved a problem older fixing kept fumbling, namely how to build a two-color rock that accelerates and fixes without being either oppressive early or dead once the lands have caught up. The generic-mana filter threads that needle: it stays relevant whenever you have spare lands and want your colors untangled, and it never snowballs on its own. As one of ten guild-paired rocks built to the same template, it became the baseline that later two-mana artifact fixing has been measured against, and the white-black colors it produces happen to be the ones whose decks most need their mana straightened out as the game goes long. The card is structurally honest in a way flashier ramp is not: it does exactly one job, charges a fair toll for it, and never overstays.
