Most transformation effects are one-shots: Pongify, Rapid Hybridization, a Beast Within that trades for the body permanently. This frog offers the conversion on a leash, once each turn, gated behind a tap and the summoning-sickness window that comes with arriving as a creature. That repeatability is the strategic axis everything else hangs on. The effect itself is narrower than it reads, and precision is what makes it worth studying: it changes the target's creature type to Frog and sets its base power and toughness to 3/3, nothing more. Keywords stay. Activated abilities stay. A deathtoucher this points at is still a 3/3 deathtoucher; a trampler is still a 3/3 trampler. You are buying base stats and only base stats, so the play pattern lives in size. Shrink an opponent's freshly-untapped fattie to 3/3 for a combat step so your blockers eat it. The layer interaction is where the wrinkle lives: setting base P/T happens at layer 7b, but pump effects apply afterward at 7c, so an Overrun or any boost slapped onto the new Frog still stacks on top of the 3/3 floor regardless of sequencing. The friction is the tempo it surrenders: it sits inert the turn it lands and signals its intent the turn after, so a 3/3 value engine in two colors has to weather removal it cannot answer. The closest a creature comes to a renewable Lignify, trading the permanence for a fresh target every untap.
