Reanimation spells usually pick a lane: raw efficiency at a fragile life cost, or a reasonable rate padded with a downside. This one is built for a different environment entirely, an artifacts-matter deck that runs Vehicles it wants to crew and recur. The base effect is a clean, unconditional return of a creature or Vehicle to the battlefield, no drawback attached; the counters ride on a two-domain check that most black midrange piles will never satisfy but a dedicated artifact-and-enchantment shell trips almost incidentally. That gating is the whole design: the card reads as a plain reanimation sorcery for anyone, then quietly overperforms for the deck it was actually written for. Returning a Vehicle is the tell. Vehicles are historically hard to bring back because they enter without a crew and most recursion assumes a creature; here they slot in as a first-class target, and two +1/+1 counters on a returned Vehicle push a threat that was already awkward to answer. Five mana buys a lot of flexibility with no life payment and no exile clause on the returned card, so nothing stops you from doing it again once the target dies. It is a role-player rather than a centerpiece: a payoff that rewards a build already committed to enchantments and artifacts, and does very little in a deck that is not.
