Kobolds and Dragons share a color and almost nothing else: one is red's smallest joke, the other its biggest payoff. Nogi splits the difference by being a Kobold whose entire job is to make Dragons cheaper and then, once enough of them are on the table, to briefly become one. The cost reduction is the reliable half, shaving a mana off every Dragon spell regardless of board state, which is what a 3/3 for three actually earns its keep doing. The attack trigger is the reward for having already won the deckbuilding argument: it only fires with three or more Dragons in play, and at that point the 5/5 flying body it grants is a rounding error next to whatever else you have assembled. That gating is the honest part of the design. A creature that just handed you a 5/5 flier on attack for three mana would be a red staple; conditioning it on a board that already screams Dragon means Nogi is a payoff, not an enabler, and the payoff is small precisely because the enabling has to come first. It is a tribal lord that leans hard on the ramp clause and treats its own transformation as a flavor bonus, a Kobold that gets to cosplay as the thing it worships once the congregation is large enough.

Dragon spells you cast cost 1 generic mana less to cast. Whenever Nogi attacks, if you control three or more Dragons, until end of turn, Nogi becomes a Dragon with base power and toughness 5/5 and gains flying.
