Untap effects usually get printed as one-shots because a repeatable one is a pseudo-mana ability that stacks with anything: an artifact that taps for mana, a creature with a costly activated ability, a permanent whose tap effect wants to fire twice. The restrictions here are doing the heavy lifting to keep that in check. It untaps two other permanents, not one, which is the generous part; but it can only fire once per turn and only at sorcery speed, which strips out the abusive lines. No untapping a blocker mid-combat, no floating extra mana in response to a spell, no instant-speed shenanigans on an opponent's turn. This is a predictable, main-phase engine: refresh two mana rocks, ready a tapped-out army for a second activation, double up on a permanent whose tap ability you want twice per turn. The 2/3 Dragon Wizard body is incidental; the card is a tap-outlet you build a board around rather than a threat. The Bigby's Hand ability word ties it to the giant-wizard-hand flavor of the fifth-edition Dungeons & Dragons spell, part of a small cycle of creatures that channel Bigby's various magical constructs. As a value piece it lives or dies by what it untaps: alone it does nothing, but slot it beside enough tap-abilities worth repeating and the sorcery-speed clause stops feeling like a restriction and starts feeling like a rhythm.
