Two green cards in one: a 6/6 that demands an answer, or an enters-trigger that destroys a noncreature permanent, and the opponent decides which one you get. The whole apparatus is that fork, and its ceiling: the controller always takes whichever half the opponent values least, so both prongs are capped by design. The timing is what keeps the choice honest. Tribute resolves as the creature enters, before the destruction trigger ever goes on the stack, so an opponent who fears losing a key artifact or enchantment has to commit the counters blind, before any target is named. And refusal is rarely a clean dodge, because the trigger mandates destroying a noncreature permanent: with nothing worth keeping on the board, the opponent still surrenders something (a land at worst), and the controller is compelled to destroy a permanent regardless, sometimes their own if nothing else qualifies. What anchors the card is the sorcery-paced window. The destruction is an enters trigger, not a held-up answer, so the permanent has to already be on the board when the Beast arrives; you cannot ambush a fresh enchantment the way blue would counter one. This is green's slow, reliable relationship with noncreature permanents (destroy it, but on your own turn, on your own terms) folded into a body that is awkward to deny on either axis. The design's cleverness is that neither answer is comfortable, which is exactly what makes it a fair card rather than a strong one.
