Wither and theft are two ideas that almost nobody had bolted together before this Elemental: one deals combat damage as -1/-1 counters rather than as straight damage, the other reanimates the dying creatures under your control. The trick is that the first ability feeds the second. Anything an opponent controls that dies while shrunk, whether from this card's own combat damage or from any other counter source you route at the board, comes back to your side. That makes the 1/4 frame secondary to its role as a harvesting engine: a body built to survive and keep collecting rather than to attack, asking you to spread minus counters across the opposing battlefield and gather the casualties as they expire. The reach is wider than a single combat suggests, because wither is not the only thing that wears the opponent's creatures down: persist carries a counter home when those creatures return, and any effect that drops one becomes a theft trigger so long as this stays in play. What you get is a patient reanimation hub that converts the opponent's own dying board into your army, one shrunken corpse at a time.
