Phenomena are the planar deck's interruptions: cards you never choose to reach, triggered when you encounter them, and this one resolves into the most symmetrical draw effect in the game's supplemental toolbox. Four cards to every player at once, then a forced planeswalk off it, means the effect can never sit on the battlefield as a repeatable engine; it fires exactly when the chaos mechanism spits you onto it and not a moment sooner. That even-handedness is what separates the phenomenon type from a plane: a plane parks in the middle of the table and rewards the person whose deck is built to exploit it, while a phenomenon is a one-off pulse that hits the whole pod at once and gets out of the way. The draw here is enormous by ordinary standards, but because it happens to everyone simultaneously, its value tilts toward whoever is best positioned to convert a sudden fistful of cards into board presence or a closing turn. It is refuel disguised as a random event, a card-advantage burst that no single player set up and none can decline.
