A five-mana instant that hands you a 3/3 flier and digs two cards deep is an odd shape once you break it down: the token is a fine body, the surveil is fine card selection, but neither half is priced to headline at instant speed. The value is in when you get to cast it. Holding this up means representing a combat trick, a blocker, or a counterspell with the same open mana, and the surveil lets you set up the following draw regardless of which the moment demands. Flash-in blockers have always been a tempo lever, and an Elemental with flying is a genuine threat to leave up rather than a chump; the surveil then fills the graveyard on your terms, which quietly rewards any deck that wants cards in the yard. The color pairing is the tell about intent: blue and red Elementals are the language of spellslinger and prowess-adjacent decks, and this asks to be run in a shell that already cares about instant-speed activity and a stocked graveyard rather than as generic goodstuff. Nothing here is above rate, but the whole card is built to be cast at end of turn when nothing else needs your mana, which is exactly when a body plus selection is worth more than its sticker price.
