The X here does double duty, and that coupling is the knot the whole design ties around: it sets how deep you dig and, at the same time, caps what you can free-cast from the dig. Push X high and you exile a fatter stack, but the value ceiling and the digging depth climb together, so you cannot dig two and steal a ten-drop off the top; the spell you cast for free never exceeds the depth you paid for. What softens the whiff is the sorting clause. Every instant and sorcery you turn up but do not cast still lands in your hand, so nothing on your spell-side gets buried: only the noninstant, nonsorcery cards (creatures, lands, artifacts, and the rest) ride to the bottom in a random order. That makes this less a gamble than a filtered draw with an upside spike: a spell-dense deck rarely comes up empty, the free cast is the bonus, the hand-refill is the floor. Blue has a long tradition of impulse-cast-your-own-library effects, from Mind's Desire onward, but most of those care about the spell count you rack up for storm or cast triggers. This one is indifferent to how many spells preceded it; it cares only about converting a slice of your instants and sorceries into a burst of tempo. The one real cost is control: the non-spell cards you exile alongside the good stuff, creatures included, get shuffled to the bottom in an order you never choose.
