Looking at the top of a library does not change the board, draw a card, or threaten anything, so the activation reads almost cosmetic until you frame it as the slow accrual of knowledge that blue has always traded in. The gating condition is the tell about its intended home: needing two or more blue permanents to fire means it was built for the heavily blue deck, the one already committing every spell to deep blue, and it does nothing for a light splash. That color-density requirement explains why the ability can be repeatable for one mana at all; an unconditional library-peek on a land would be a free engine, so the design tucks the function behind a threshold only a dedicated blue shell clears. The entering-tapped clause adds the rest of the tax: the information you buy costs a tempo turn, the standard ledger for utility lands that want a relevant ability without warping the curve. It sits among lands that fold a minor card-advantage or knowledge function onto a basic-type source: it still taps for blue and counts toward your Island density, so the question is never whether you can afford the color, only whether one point of information per turn earns a slot a plain Island would otherwise fill.
