Read the two abilities together and they look like the front and back of a combo engine, but they are deliberately jointed so they never fully lock. Prowess pumps the 2/3 whenever you sling a noncreature spell, which points at a lean burn-and-cantrip shell; the token half rewards the same shell, minting an Elemental whenever a source you control tags an opponent for noncombat damage. Uncapped, that loop would spiral, because every connecting burn spell would both grow the attacker and drop another body. Two brakes hold it in place. The token trigger fires only on your turn, and it produces exactly one 1/1 no matter how many sources deal damage or how much. That double clamp splits the card into parallel jobs instead of a compounding one: the body scales into a real threat off the spells you were already casting, while the token side widens the board a single step per turn. The damage clause is intentionally broad, reading "any source you control," so an incidental Lightning Bolt to the face counts the same as a dedicated pinger; the once-per-turn cap is what converts that generosity into a repeatable value tap rather than a token factory. It rewards a spells-matter build without handing that build the machine it would happily break.
