Few cards reach down to a core rule and switch it off for the entire table. The legend rule exists to stop a player from controlling two copies of the same legendary permanent, forcing a choice and sending the surplus to the graveyard. This artifact suspends that constraint entirely, and the suspension is symmetric and persistent: it stays off until the artifact leaves, and it applies to every player, not just its controller. That symmetry is the whole point and the whole risk. The card does nothing the turn it lands and asks you to already own the duplicate legends it makes legal, which is what keeps it an enabler rather than an engine. The builds that want it are stacking copies of a legend whose enters-the-battlefield or attack trigger you want to multiply, or holding together a board the rule would otherwise dismantle. As rules technology it belongs to the small family of artifacts that toggle a fundamental rule rather than grant a keyword: cards whose value is measured entirely by what they let a particular pile of duplicates get away with. The five-mana price is the soft tax on that, expensive enough that the doubled legends have to be worth assembling before the toggle earns its place.
