Tempest's Sliver lords each granted the same kind of effect: a sacrifice-fueled activated ability stapled onto the whole tribe, where the body itself is almost incidental. The 2/2 here dies to nearly anything; its real contribution is giving every Sliver in play a one-shot discard line, two mana and a body for a random pitch from a target player. The grant is symmetrical, which the era's tribal design treated as a feature, not a bug: an opponent fielding Slivers gets the same activation off your creature. The sorcery-speed restriction and the sacrifice cost are the discipline holding it in check. You spend a permanent to fire it, and it only resolves on your own turn, so the disruption grinds rather than reacts, attrition that compounds across a board instead of landing one decisive blow. This is resource denial from a phase of design when going wide rewarded redundant access to a marginal effect rather than an explosive engine, and the random-discard mode reflects an early comfort with low-floor, symmetrical hand attack that targeted black discard later sharpened past it. One copy is a curiosity. A board full of them becomes a slow strip mine, forcing a race against a position that cannot profitably be attacked into.
