That is the Plane's job, to accelerate the game state for everyone until someone breaks the parity. The chaos trigger is the tuning knob, and it is pointed squarely at blue: a graveyard return that only recovers blue cards, a flavor nod to Minamo's identity as the water-school academy of Kamigawa and its association with card advantage. Where most Planechase Planes hand out a broad, color-agnostic bonus, this one bends the reward toward a single color, which makes it a rare instance of the Planar deck expressing a color preference rather than a neutral effect. The design tension is worth naming: the passive draw helps the field indiscriminately, but the chaos payoff rewards the player who built into blue graveyard value, so the Plane is generous to all and generous-plus to one.
