This is a tutor that hands you no card, only a guaranteed draw next turn: the search arranges your next pull instead of feeding your hand, and that delay is the whole price of stapling library-wide Merfolk selection to a 2/3 body rather than to a sorcery. You front the tempo on the turn it lands, then collect the named lord or enabler when you untap. The tribe's whole toolbox is reachable this way, but you draw into it deliberately, committing to the answer you need rather than dumping bodies onto the battlefield. The islandwalk reads as throwaway text until you account for who a Merfolk shell built on Islands tends to share a battlefield with: other blue decks, also on Islands, against whom an evasive attacker becomes a clock that combat can never address. The harbinger names a recurring blue convention: a creature whose enters trigger sculpts the top of the library instead of replacing itself in hand, trading the immediacy of a draw for the certainty of a known next card. That is what makes it deckbuilding glue, letting a tribal list run a lone copy of a situational answer and reliably reach it, provided you accept a turn of patience between the search and the payoff.
