It borrows proliferate's vocabulary without being proliferate: where that mechanic lets you pick any number of counter-bearers and add one of each, this locks onto a single target and stays there. The effect is bounded and literal. For each distinct kind of counter already on the chosen permanent or player, it stamps exactly one more of that kind. A creature carrying three +1/+1 counters does not double up to six; it gains a single fourth counter, becoming one point bigger. A planeswalker ticks up one loyalty, which can pull an ultimate into range a turn early. An opponent already sitting on poison edges one step closer to lethal. The payoff scales with variety, not depth: aim it at a permanent wearing several different counter types and each type gets one addition at once. The floor is honest. Point the trigger at an empty board and nothing happens, leaving a 3/3 with trample that forces damage through chumps and pressures the counter-bearers you actually want to grow. The clever structure is the twin trigger: it fires on entry and again on death, so removal and sacrifice do not blank the card, they hand you a second stamp. A sacrifice outlet banks one addition now and another later off the same body. This is a payoff piece, not an enabler; it earns its slot only in a deck already committed to putting counters on the board for it to answer.
