The discard is the whole trick: the land you pitch is the card your deck was least sad to part with, so the additional cost reads more like a rebate than a tax. Low-curve decks that flood naturally turn dead draws into raw quantity here, trading the land they didn't want for two fresh cards at one mana. That math is what lets red touch card draw of this shape at all, since red is the color least entitled to refill its hand without strings. The constraint also does real shaping work: you can cast it only while holding an excess land, which means it sits naturally in decks that run a high land count for reasons beyond casting spells, and it punishes nothing those decks weren't already prepared to discard. Faithless Looting works the adjacent angle, paying its card-quantity tax through filtering rather than caring what leaves your hand; this one specifically wants a land to throw. The result is fixing-flavored card advantage that costs almost nothing when your draws cooperate and is simply uncastable when they don't, exactly the high-variance, deck-dependent payoff red is permitted to have for a single mana.
