The activation tax runs backwards from how most repeatable draw prices itself: it is cheapest when your hand is empty and swells by one for every card you are holding. Fire it with nothing in hand and you pay the base three plus the tap; sit on three cards and each adds a mana before you can pull the trigger. That inverted pricing is the self-throttling structure that stops a three-card refill from spiraling into a runaway engine. The tap symbol handles the rest of the limiting: one activation per turn absent an untapper, and the escalating cost discourages you from hoarding what you draw. The floor, refueling from an empty hand, is also the realistic ceiling. It rewards low-curve decks that dump their hand and then need to reload, and it asks nothing but generic mana to do it. An aggressive or token-flooding deck that spends everything early has no card advantage left in colors that cannot draw; this reloads regardless of the shell around it. It sits with the other colorless refueling artifacts, but it attaches a behavioral condition the rest skip: empty your hand to earn the discount, draw three, then empty it again. The discount is a reward for playing out your cards rather than idling behind a flat draw engine, and that loop is the whole design.
