Instead of paying mana each time you want a piece back, the graveyard-to-hand loop rides on legendary creatures entering, so the engine scales with a board built around named permanents rather than one activated line you have to protect. The target restriction is doing quiet work: it only returns artifact cards, so the payoff is only as good as the artifacts worth recurring, which nudges the deck toward equipment, mana rocks, and cheap value pieces that do not mind dying twice. The 3/3 body for four is deliberately unremarkable; this is a hub, not a threat, and its job is to convert a legends-matter shell into an artifact-toolbox shell without asking either half to compromise. It also plays into blink and flicker, since any way to re-trigger the enters clause reloads another artifact from the yard, and it counts its own arrival, so the loop starts the turn it lands.
