Goblins have always been built to be thrown away (chump blocks, sacrifice fodder, the swarm that trades down on purpose), and that disposability is usually a liability you accept for the count. This rewires it into an asset. Every Goblin you control that leaves the battlefield for a graveyard is a potential counter, so the deck's natural willingness to spend bodies stops being a tempo loss and starts compounding into a clock. The trigger is generous about cause and keyed to control rather than ownership: a Goblin going to a graveyard counts whether it died to a block, got sacrificed to an outlet, or was burned off by your own removal, and it counts even if you were only borrowing the creature, since all the ability asks is that you controlled it when it died. That breadth is what makes the body worth building around rather than playing as a fragile 1/1. The balance is in the tempo: it arrives with nothing on the board the turn you cast it and grows only at the pace you can afford to lose creatures, which restrains it in a build that prefers to hold its position. It is a payoff that leans into the part of the strategy that already wanted to happen, then quietly profits from the bodies hitting the bin.
