Three power and regeneration on a one-drop is an aggressive rate by the standards of black's early skeletons, and the design charges for it the instant the body arrives: the enter-the-battlefield sacrifice fires before the creature ever swings. That clause is blunt. You either feed it another creature or feed it itself, so with an empty board it enters and immediately dies, leaving you exactly where you started minus the mana. The sacrifice reads like a drawback bolted onto a pushed stat line, but it doubles as a release valve when you want a creature in the graveyard or a sacrifice trigger you control. Pay the entry tax with fodder to spare and you hold a hard-to-kill three-power one-drop; the regeneration is an activated ability you can pump black mana into as often as you can afford, which is what keeps the skeleton on the table once removal or a block tries to take it down. It belongs to the older school that priced a strong body against a real cost rather than against a smaller body, the same logic that produced beaters asking you to discard or pay life to keep them around. The regeneration is what ages best here, a reminder of an era when black skeletons were the default answer to combat math: hold up the activation cost, walk into any block, and come back the same turn.
