Stax in its earliest, purest form: a global tap-tax that asks no questions and offers no outs. The design instinct here is older than the archetype it would eventually anchor; the card predates "prison" as a recognized strategy, predates Winter Orb's rise as a centerpiece, predates the language of resource denial entirely. What makes the effect structurally interesting is its asymmetry without cost. There is no upkeep payment, no untap clause, no toggle: the tax is permanent and one-sided, and it touches the three permanent types that actually progress a game plan. Lands tapped on entry means the ramp is a turn late. Creatures tapped on entry means no surprise blockers and no immediate attackers, since even haste can't swing a tapped creature. Artifacts tapped on entry means mana rocks and utility gear arrive inert. Frozen Aether and Loxodon Gatekeeper later carved off pieces of the same effect at different rates, and Thalia, Heretic Cathar reshaped the idea around combat math, but the original takes the maximalist position: tax everything that matters, charge nothing for the privilege, and let the four-mana sorcery-speed window be the only discipline on the card. A modern development team would bolt a drawback onto an effect this sweeping before printing it; in 1994, the drawback was that the format had not yet figured out what to do with it.
