Blue has printed untappers since Alpha, and the first of Kelpie Guide's two modes is the workaday version of that job: each turn, it flips another tapped permanent you control back on. Point it at a mana rock or a land for a reusable ramp valve; point it at another creature that taps for value and you have the raw material for the untap loops blue combo has chased since these effects first existed. The second mode complicates the picture. Once you control eight or more lands, the Guide can tap an opposing permanent instead, working like a soft Icy Manipulator that freezes a blocker ahead of an alpha strike or strands enemy mana. That land requirement is doing the real gatekeeping: pinning down someone else's permanent is a far more hostile effect than untapping your own, so locking it behind eight lands keeps the early Guide a cooperative value piece rather than a cheap turn-three lockdown. Both abilities lean on a fragile, tap-dependent 2/2 that summons in doing nothing and is easily traded off before it ever activates; but the payoff scales with exactly the permanent-dense, land-heavy board that a slow grinding blue deck already wants to build toward.
