Blue does not get to ramp for free, so when a two-drop taps for a colored mana it comes with a leash, and here the leash is a spending clause: the mana is earmarked for two specific jobs, foretelling a card face-down or paying for an instant or sorcery. That restriction is what lets a blue creature accelerate at all, and it points the card at a spellslinger shell rather than a ramp deck. The foretell half is the more interesting design lever: this can bank an exile cost early, turning a face-down card into a delayed threat you fund on curve, then untap and use the same tap to fire the actual spell later. Balancing the acceleration is a 1/3 frame that survives most early attacks and buys time while the deck arranges its cast-triggers and rebound effects. What it accomplishes is narrow but real: it accelerates the exact turn a foretell-and-cast deck wants to double-spell, without ever handing you the open-ended ramp that would let blue do things blue is not supposed to do.
