Mill engines almost always want to be the deck's whole plan, but this one bolts a chip of incremental decking onto something a blue deck was already going to do anyway: draw cards. The trigger is the giveaway. It fires on every draw, not just your draw step, so its ceiling rises with every cantrip, every card-advantage spell, every extra-draw effect you can stack in front of it. In a vacuum it whittles one card per turn off a library; behind a real draw engine it becomes a passive accumulator that turns each loot, each Brainstorm-style dig, each second draw into a slice off the top of someone's deck. The wrinkle worth noting is the "target player" wording: many editions of this effect point at one fixed opponent, but here you choose anew each draw, which matters when there is more than one library to grind. That flexibility is also why it has always lived in the same slot, as a build-around payoff you assemble a deck behind. It does nothing without draws to attach to, and it gives you no draws of its own; the design assumes you bring the engine and lets this enchantment quietly convert that engine's exhaust into a second win condition. Within the broader "mill as a value rider" lineage, it is among the cleanest expressions: cheap, inert in isolation, and scaling exactly with how hard your deck already wants to draw.
