Rampant Growth was the template: two mana, fetch a basic, tap it, sit a turn ahead. The swap of "basic land" for "snow land" is what turns that fixed ramp spell into a tutor. Because any snow-covered land qualifies (basics included), the card grabs whatever color or land type the board demands rather than settling for one of five basics. The price for that flexibility is paid up front in the manabase: the deck has to commit to snow lands across the board, which means passing on shocklands, painlands, and most premium nonbasic duals to keep the target pool deep. That is the genuine tension. The deeper your snow duals, the better the spell scales, and a manabase that skimps on them gives it nothing worth fetching. It also doubles as an enabler in any deck that counts snow permanents for other reasons, fixing colors and feeding a snow-matters payoff in one card. Read in a vacuum it looks like a strictly-worse ramp spell carrying a deckbuilding tax; in practice it is the rare green two-drop that fetches a tapped dual and ramps in the same motion, which is why it survives in any color combination willing to pay the snow cost.
