The activation is the part worth dwelling on, and it cuts both ways. Each pump trades a point of toughness for a point of power, so a single blue mana turns the 2/3 body into a 3/2, a 4/1, and finally a creature that dies the moment its toughness hits zero. That self-destruct ceiling is the cost of the aggression: you can stack the ability to push an unblocked attacker for surprising damage at instant speed, but you are mortgaging the body to do it, and any blocker or burn spell that could not touch a 2/3 suddenly cleans it up. Prowess plays to the same plan from the other direction, since the noncreature spells a spells-matter shell is already casting hand back the +1/+1 that a pump activation just shaved off, letting you climb the power total without immediately killing the creature. The result is a 2/3 that does nothing remarkable left alone and asks the pilot to decide, turn by turn, how far up the power curve to push before the toughness runs out. It is a flexible blue beater for a tempo deck built on cheap interaction, not a body meant to hold the ground in fair combat.
