Triple-white at three mana is the design signal: this is not a generic removal aura but a piece tuned for mono-white's combat-trick lineage, where the cost itself is the gate. The mechanic is a two-step trade engine bolted to combat. The toughness-3-or-less clause is the structural restriction that prices the rate: the aura can only execute against creatures small enough to credibly block or be blocked by the enchanted body, which puts a soft ceiling on what it can grind through but a generous floor on the +1/+1 counter accumulation against the small-creature swarms the era was built around. The delayed end-step trigger is the part worth lingering on. Counter accrual is conditioned on the destruction resolving, which means a removal spell answering the dying creature before the end step (or the enchanted creature itself dying in combat) eats the growth. The aura asks combat to play out cleanly across two windows before it pays off, which is unusually patient for a white Legends enchantment and prefigures the kind of bookkeeping-heavy combat triggers that would not become routine for another decade. The toughness clamp also keeps it honest against the format's giants: enchant a Serra Angel, swing into a five-toughness blocker, and the aura does nothing. It is a hunter of small things, sized for a battlefield that no longer exists.
